Looking at the compatibility webpage, I don't see anything that would prevent this machine from upgrading to either macOS version.

I have tried to upgrade to High Sierra in the past as well (I have the 5.21gb installer in my Applications folder from Nov 20 2017) but I think whatever issue is affecting any macOS upgrade. so if you want to upgrade you will have to probably order a new motherboard with new ram on.

I suspect I'll get simple replies to do "X" that won't work, I don't expect to get help here, but I'm starting to adventure out to resolve this (and since Apple doesn't let me schedule Genius Bar appointment for this issue, this is my next step). no for finality anything later than 2012 for 13 mac book pros are soldered as apple upgraded other parts that were bigger, so they had to lower space. No errors or anything, just after restart nothing happens. It will not upgrade to Mojave (or High Sierra).
